SB 348 Crime victims' rights.

SUMMARY:
Crime victims' rights. Substantially adopts provisions of the Uniform Victims of Crime Act (1992) prohibiting law-enforcement agencies, courts, prosecutors and the Department of Corrections from disclosing the address, phone number or place of employment and, in cases of sexual assault or abuse, the name of a victim or a member of the victim's family unless this disclosure is only of the site of the crime, necessary for law-enforcement purposes, required by law, or permitted by the court for good cause. The bill also grants a victim or family member a testimonial privilege to preclude disclosure of a residential address or place of employment on the record in an open proceeding, unless the court finds it necessary and clarifies that the authority of the court to prohibit such testimony applies both to business and residential information.
The Freedom of Information Act definition of criminal incident information is modified to reflect the new restrictions on disclosure.
