SUMMARY:
Child support. Creates the "community work experience program" for noncustodial parents who fail or refuse to pay child support based on the program in Wisconsin where localities use these people to paint park benches and perform other manual labor for the benefit of the locality. The court is required to order a noncustodial parent who is able to work full-time, working less than 32 hours per week and earning less than 40 times the minimum hourly wage to participate.
