SUMMARY:

Campaign Finance Disclosure Act; inaugural committee funds. Allows an inaugural committee to transfer excess funds to the official's campaign committee to retire the deficit from his campaign for election to office. A parallel provision of current law allows a candidate to transfer excess campaign funds to retire a prior campaign debt.
