SUMMARY:

Crimes and offenses generally; bingo and raffles. Requires charitable organizations to have a minimum membership of 50 percent Virginia residents in order to get a bingo permit. The bill also (i) increases the minimum time a charitable organization must be in existence from two to five years in order to get a bingo or raffle permit; (ii) increases the minimum age to play instant bingo from 16 to 18 years; (iii) prohibits bingo facility owners form participation in the conduct of bingo games, from requiring charities to buy bingo supplies from them, and from requiring charities to deal with a specific bingo manufacturer, distributor or supplier; (iv) requires localities to require a predetermined percentage of the gross proceeds to be returned to the charity; (v) limits employees of a corporate sponsor operating raffles on behalf of a qualified organization to only one occasion per year; and (vi) prohibits charities or persons on the premises from accepting postdated checks or credit or debit cards in payment from bingo players. The bill also contains technical amendments. The bill is a recommendation of the Joint Subcommittee Studying Virginia's Current Bingo and Raffle Statutes (SJR 195, 1993).
