SUMMARY:

Rate changes for small water or sewer utilities. Authorizes the State Corporation Commission to suspend rate increases of small water or sewer utilities for up to 60 days. The bill also limits these companies to one rate increase per year (applications for emergency rate increases would be exempt), and requires them to keep their tariffs on file at the Commission.
