Recycling Markets Development Council. Requests the Recycling Markets Development Council to investigate a number of specific measures to enhance the market for recycled materials. The Council is statutorily charged with developing and monitoring the implementation of a plan to strengthen Virginia's recycling infrastructure and markets.
