SUMMARY:

Constitutional amendment; General Assembly terms and limits (first resolution). Lengthens terms of Senate members to six years and House of Delegate members to four years beginning with the 1995 election. Service in either or both houses is limited to 12 years excluding partial terms and service prior to the 1996 regular session. A person would be eligible to serve again in the General Assembly after a four-year hiatus. The process for proposing amendments to the Constitution is revised to eliminate the requirement that an amendment must be agreed to by the General Assembly at two sessions, one before and one after an election of the House of Delegates. In place of that requirement, a three-fifths majority vote of each house at two sessions is proposed.
