SUMMARY:

Continuation of the Joint Subcommittee Studying the Electoral Process. Continues the Joint Subcommittee Studying Ways to Improve the Registration and Electoral Process and Increase Voter Participation. In its first year, the Joint Subcommittee held two meetings and conducted four regional hearings to solicit comments for election reform. The Subcommittee received over 25 proposals for election reform and determined that a closer analysis of these proposals was necessary before it could make any recommendations. In addition, the Subcommittee hopes to present at the 1995 Session a legislative package to implement in Virginia the National Voter Registration Act of 1993. The Act is designed to increase voter registration and participation among eligible citizens by (i) establishing motor vehicle, mail, and agency registration, (ii) eliminating the purge of nonvoters from the voting rolls, and (iii) enhancing removal programs to ensure that only ineligible voters are removed from the voting rolls.
