SUMMARY:

Memorializing Congress; funding to Black colleges and universities. Memorializes the Congress to increase the funding for historically Black colleges and universities, (HBCU's). These institutions of higher education have traditionally served persons whom other institutions would not admit and those least able to afford a college education. Although the Congress has recently eased the requirements for financial aid, making college possible for many persons, escalating tuition costs, recent Supreme Court decisions on the desegregation of public institutions, and new federal standards linking the accreditation of post secondary institutions to the student loan default rates will make it increasingly more difficult for such institutions to continue to offer financial assistance to eligible students and provide quality higher education programs without increased federal funding.
