SUMMARY:

Stringent standards for time-on-task. Encourages school boards to establish high expectations of their students, to involve parents in the educational process, and to tighten the restrictions on absenteeism insofar as possible. In this regard, all school boards are encouraged to develop mechanisms for students to make up time and work missed from classes after regular school hours; during weekends, vacations, teacher work days or holidays; or at home while performing parent-supervised independent work. In developing these mechanisms, school boards are requested to avoid extending the regular teachers' workdays or adding new burdens to the already substantial responsibilities of instructional personnel. School boards are advised to examine the possibilities for using parents as teachers, providing consistent and prompt notices to parents of infractions, and assigning responsibility to parents for students' compliance in making up time and work missed from the regular school day. Courts are requested to deal firmly with any parents who do not cooperate with the school divisions in correcting children's behavior and to seek ways to stimulate parental involvement with the schooling of problem children.
