SUMMARY:

Alternative methods of school construction and renovation funding. Establishes a Select Committee of the Senate Committee on Finance, the House Committee on Appropriations and the Commission on Equity in Public Education to study alternative methods of school construction and renovation funding for the Commonwealth's school divisions. The committee is asked to examine: (i) other states' methods of generating revenue for school construction (ii) other states' formulas or mechanisms for distributing funds for school construction, (iii) alternative financing mechanisms or refinancing mechanisms, and (iv) the feasibility of the state's providing technical assistance to school divisions on structuring and handling school construction debt.
