State Corporation Commission; study; citizen participation in utility rate cases and other proceedings before the Commission. The State Corporation Commission is directed to study the costs associated with citizen and consumer participation in utility rate cases and other proceedings before the Commission with a view toward proposing means of eliminating or reducing the costs of such participation to interested consumers and consumer groups.
