SUMMARY:

Efficiency in higher education. Requests the State Council of Higher Education for Virginia (SCHEV), to study administrative practices that will promote increased efficiency in the operations of the Commonwealth's institutions of higher education. The study will include a review of modern management techniques applicable to an educational setting; a survey of effective cost-saving practices successfully employed by other public institutions; and recommendations for administrative mechanisms that will promote efficiency as well as continued excellence in education, research, and service. All agencies of the Commonwealth shall provide assistance to the Council, upon request. The Council shall present its recommendations to the presidents of the public colleges and universities by November 1, 1994, and shall present their findings and recommendations to the Governor and the 1995 Session of the General Assembly
