Volunteer assistant attorneys for the Commonwealth. Allows for the use of volunteer (uncompensated) attorneys as assistant attorneys for the Commonwealth in cities with a population over 350,000 and any city contiguous thereto (Virginia Beach, Norfolk and Chesapeake).
