SUMMARY:
Delegation of authority to public institutions of higher education. Authorizes the delegation of administrative responsibility for the management and operations of the public institutions of higher education to the respective governing boards -- the boards of visitors of each four-year institution and the State Board of Community Colleges. This uncodified act would permit each board to certify to the Governor and the General Assembly as to its capacity to administer its own operations. Upon gubernatorial and legislative approval, the institution would be exempt from a number of specified state oversight procedures, such as the Virginia Personnel Act; certain petty cash and disbursement central financial accounting and disbursement procedures currently prescribed by the office of the Comptroller; building maintenance and utilization standards as well as certain capital outlay and real estate procedures prescribed by the Department of General Services, Division of Engineering and Buildings; information technology procedures administered by the Department of Information Technology; purchasing procedures under the Division of Purchases and Supply; and public telecommunications processes governed by the Virginia Public Telecommunications Board. The institutions would remain subject to central financial accounting and disbursement procedures currently prescribed by the office of the Comptroller and statutory requirements for investments, land acquisition, sale or lease of surplus property, and various leases and transfers by public institutions.
