HB 837 Hospital paternity establishment programs.

SUMMARY:

Hospital paternity establishment. Requires every birthing hospital in the Commonwealth to provide each unwed mother and alleged father with information concerning their ability to legally establish the child's paternity, prior to leaving the hospital, by signing an acknowledgment, under oath. The Department of Social Services is required to furnish training, written instructions and the forms to be used for the acknowledgment, which must include the social security number of both parents, if known. That information will be forwarded to the State Registrar of Vital Records so that the birth certificate will include the name of the child's legal father. The State Board of Social Services will prescribe an amount to be paid the hospital for each acknowledgment.

The bill provides that the provision of this information by hospital personnel is not considered to be the practice of law.

This bill is a recommendation of the Commission on Stimulating Personal Initiative to Overcome Poverty.
