SUMMARY:
Standards of Quality. Revises the SOQ as prescribed by the Board of Education by reflecting the current budget language and funding for the targeted reduction of pupil/teacher ratios in schools with high and moderate concentrations of at-risk students and maintaining the limited exceptions from the Literacy passport requirements for students for whom English is a second language, who have been identified as having limited English proficiency, and who have been enrolled in a public school in the Commonwealth for less than three years. Pursuant to the appropriations act, local school boards may establish ratios below these levels in schools with high and moderate proportions of at-risk students and receive additional funding. The ratio amendment mirrors the funding provided for the ratio/class size recommendation of the Commission on Equity in Public Education. The sunset clause directing the 1993 revisions to Standard 4 to expire on July 1, 1994 is repealed. Technical amendments only are made to standard 4 (§ 22.1-253.13:4). These changes reflect the Board of Education's prescription of the Standards of Quality.
