SUMMARY:

Virginia Guaranteed Assistance Program. Establishes the Virginia Guaranteed Assistance Program as a financial aid program and fund administered by the State Council of Higher Education. Under the provisions of this bill, the Council would be directed to promulgate regulations by July 1, 1994, for the on-going administration of the program and establish it as a fund from which the Council would award grants annually to graduates of a public or private high school in Virginia who are enrolled in state-supported institutions of higher education and who meet certain standards for determining financial need and other eligibility requirements.

The Program, currently administered jointly by the Board of Education and the Council, was established to increase the high school graduation and college entrance rates of financially needy students by providing them financial assistance if they comply with certain requirements.
