SUMMARY:
Virginia Guaranteed Assistance Program. Amends the statute establishing the Virginia Guaranteed Assistance Program to require regulations of the Board of Education and the State Council of Higher Education to allow school divisions broad flexibility and latitude to develop and use program components which best meets the needs of the students enrolled in the program. This provision would allow certain school divisions desiring to incorporate innovative programs and services into the VGAP to do so without violating the law.
