HB 723 Programs for Persons At-Risk (PPAR).

SUMMARY:
Programs for Persons At-Risk (PPAR). Prohibits school personnel, school boards, state agencies, and courts of competent jurisdiction in the Commonwealth from placing or referring any student to a program or services required by § 22.1-279.2 of the Virginia Code until July 1, 1996, when such programs will be fully implemented. Currently, students are being referred to or ordered into these programs, although such programs are not yet operational. This provision would prohibit authorized entities from making such referrals until the programs have been implemented throughout the state, thereby lessening the likelihood that school divisions would be held accountable for failing to provide such required programs and services. An emergency clause makes this measure effective upon passage.
This bill is the recommendation of the Joint Subcommittee Studying School Drop Out and Ways to Promote the Development of Self-Esteem Among Youth and Adults.
