SUMMARY:
Liming materials. Updates the Virginia Agricultural Liming Materials Law. The bill clarifies labeling requirements, including those for fluid liming materials and liming material-fertilizer mixtures. Licensing and license fees for manufacturers are added. The fees for the contractors' permits and product registration are increased, with fees generated being directed to a special fund to be used for the administration and enforcement to the program, except that five cents per ton of liming materials sold is deposited in the Virginia Agricultural Foundation Fund. The Commissioner is authorized to promulgate regulations regarding analysis and testing without having to follow the Administrative Process Act. A violation of the program is punishable by a fine of between $25 and $200.
