HB 668 Practice of the healing arts.

SUMMARY:
Practice of the healing arts. Exempts nondiscretionary activities from regulation when such activities are delegated to personnel or staff employed by any of the many practitioners of the healing arts licensed or certified by the Board of Medicine. Presently, the authority to delegate nondiscretionary activities is conferred only on physicians. This bill also allows all practitioners licensed or certified by the Board of Medicine who are in good standing with the applicable regulatory agency in another state or Canada and who have been granted a temporary license or certificate by the Virginia Board to practice medicine or the duties of the profession for which they are licensed or certified (i) in a summer camp with patients participating in recreational activities, (ii) while participating in continuing educational programs prescribed by the Board, or (iii) when rendering free health care services within the scope of the applicalbe license. Although the prefactory language in subdivision 16 relates to "any practitioner of the healing arts licensed or certified," the language relating to practicing without compensation still relates to "within the limits of his license." The authorization to practice while participating in continuing educational programs is new and relates to educational programs "prescribed by the Board."
