SUMMARY:

Patient level data base. Requires state agencies providing coverage for outpatient services to submit certain outpatient care data to the Virginia Health Services Cost Review Council for compilation and evaluation. The information will be extracted from standard claims forms and will include identifiers for providers, patients, physicians, dates of service, and diagnostic, procedural, demographic, pharmaceutical, and financial information, etc. Council regulations will specify the format of this data and will authorize the submission of this data directly to the nonprofit organization which performs its compilation and evaluation services. Although state agencies will not be charged any fees for the required data submission, employers, insurers, and other organizations, who may voluntarily submit this data, will be subject to fees negotiated with and charged by the nonprofit organization. Patient identifier information may be subsequently released for research purposes only if such data is encrypted and cannot reasonably be expected to reveal the patient's identity. Physician and employer identifier information may be released in the discretion of the nonprofit organization. All other patient data will be publicly available. The 1993 Session of the General Assembly directed the Virginia Health Services Cost Review Council to establish a patient level data system requiring hospitals to report certain inpatient care data.
