SUMMARY:

Virginia Indigent Health Care Trust Fund. Authorizes voluntary contributions or donations to the Virginia Indigent Health Care Trust Fund for the purpose of subsidizing pilot health care projects for the uninsured. This provision defines "pilot health care project" as any arrangement for purchasing or providing health care, including, but not limited to, any commercial insurance, Blue Cross/Blue Shield plan, or health maintenance organization. "Voluntary contributions or donations" will be any money given by hospitals or other private sources for the purpose of subsidizing pilot health care projects. The Board of Medical Assistance Services is authorized to promulgate regulations for the pilot health care projects. In accordance with the Board's regulations, the Technical Advisory Panel (consisting of state agency and private industry representatives) is authorized to administer the funds for and to establish and administer such pilot health care projects for the uninsured. Technical amendments to facilitate voluntary contributions or donations are included, e.g., the current authorization to establish "alternative health insurance systems for the uninsured" is modified and specific notation is made that the voluntary contributions will not be included in the calculations for distribution of Fund moneys.
