SUMMARY:

Voluntary nutrient management training and certification program. Directs the Department of Conservation and Recreation to operate a voluntary program for training and certifying persons preparing nutrient management plans. The plans are prepared to manage land application of fertilizers, sewage sludge, manure, and other nutrients in ways that protect water quality. The Department is required to promulgate regulations providing for certification standards, revocation or suspension of certificates, criteria for the development of plans, and program fees. Collected fees will constitute a special fund created to pay the expenses of the training and certification program.
