SUMMARY:

Determining completeness of applications to discharge into state waters. Exempts any county operating under the urban county executive form of government (Fairfax County) from the provisions of § 62.1-44.15:3 which deal with localities providing applicants for a discharge permit with evidence that the location and operation of the facility that will be discharging are consistent with all local planning and zoning ordinances. Currently the State Water Control Board may not consider applications complete until such information has been provided or 45 days have passed since the locality received a request for the information.
