SUMMARY:

Premium assistance program for HIV-positive individuals. Requires the Board of Medical Assistance Services to implement, solely from funds available under the federal Ryan White CARE Act (42 U.S.C. § 300 ff-21 et seq.), a premium assistance program for HIV-positive individuals who are not eligible for Medicaid and who can document HIV infection and inability to continue working for medical reasons and eligibility to continue group health insurance (under COBRA). Eligible individuals will be allowed a maximum income of 200 percent of the federal poverty guidelines and countable liquid assets of no more than $10,000 in value. Copayments and deductibles will be excluded. Family members will be covered if the HIV-infected person's policy is the sole source of health insurance. The Board of Medical Assistance Services will be required to evaluate the program, specifically in terms of cost, utilization, and cost-avoidance, and report to the Governor and the General Assembly by January 1, 1996. This provision was endorsed by the Joint Subcommittee Studying AIDS. The bill's provisions expire on July 1, 1996.
