SUMMARY:
Certificate of discharge. Exempts electrical transmission lines over 150 kilovolts from having to submit to the State Water Control Board a notice from the locality that the transmission line is consistent with all local ordinances. In instances of the siting of facilities that are regulated by the State Corporation Commission, a locality can provide information to the SCC regarding the impact the proposed facility has on local comprehensive plans. This information would be provided as part of the SCC's environmental impact review.
