SUMMARY:

Special nonresident harvester's license. Eliminates the requirement that the total of the nonresident harvester's license, established by the Virginia Marine Resources Commission, and other license fees not be less than the total fee charged a Virginia resident to engage in the same fishing activities in the nonresident's state of residence. Implementation of this requirement has been problematic because states issue licenses for different items. For example, North Carolina bases license fees on the length of a boat, which is not considered in Virginia, while Virginia issues licenses for gear that is not licensed in neighboring states.
