SUMMARY:

Animals to SPCA. Makes it a Class 1 misdemeanor for a person to give any animal of another to a pound, animal shelter or similar animal facility and to falsely claim to be the animal's owner. No such facility, or its directors or employers are, in the absence of gross negligence, civilly liable for accepting and disposing of an animal in good faith from a person who falsely claimed to be the animal's owner.
