SUMMARY:

Virginia Public Procurement Act. Amends the Virginia Public Procurement Act by authorizing local governing bodies to give a preference, in the case of a tie bid, to construction, goods and services produced in such locality or provided by corporations, firms or persons having their principal place of business in such locality. The bill provides that the preference is to be exercised when such a choice is available; otherwise the tie must be decided by lot. The bill also clarifies that subcontractors with a pecuniary interest in building materials, supplies or equipment provided to an independent contractor employed by a public body to furnish architectural or engineering services is prohibited. The bill contains technical amendments.
