SUMMARY:

Public defenders. Specifies that in jurisdictions having a public defenders office, defense services are to be provided by the public defenders and not court appointed counsel unless the court finds that the public defender has a confilict of interest or that appointment of other counsel is "necessary to attain the ends of justice" . The bill clarifies that, except for the provision authorizing the court to order payment of reasonable expenses from state funds, the provisions governing payments made in cases involving indigent defendants do not apply in cases where the public defender provides defense services.
