SUMMARY:

Campaign Finance Disclosure Act; candidate qualifications; penalties. Revises penalty and sanction provisions for violations of the Act by (i) making the filing of reports for past campaigns for Governor, Lieutenant Governor, Attorney General, or the General Assembly following notice of the failure to file, a requirement of candidacy for an ensuing election for one of those offices, (ii) increasing the maximum civil penalty for a violation of the Act from $50 to 300 for a violation of the Act involving the reports due within the 120 days before and 35 days after the November election, and (iii) providing that the failure to file a required report is presumed to be a willful violation if it continues more than 60 days following official written notice of the violation.
