SUMMARY:

Virginia Coalfield Economic Development Authority. Changes the authority to make loans and grants from public enterprises to political subdivisions of the state; deletes authorization for Buchanan and Dickenson Counties to request Authority proceeds for the Breaks Interstate Park and authorizes Buchanan County to use unbudgeted and unexpended Authority funds received from Buchanan County for construction of a scenic roadway, with such authorization expiring on 1/1/97.
