SUMMARY:

Child support enforcement. Provides that health insurance enrollment season restrictions do not apply when a payroll deduction order requires the employer to enroll the employee, the employee's spouse or former spouse or the employee's dependent children in the employer's health care plan. The bill provides that the employer must enroll an employee's dependent children in the employer's health coverage plan if the parent who is not the employee or the children's legal guardian or the Department of Medical Assistance Services applies for coverage for the children. The employer is prohibited from disenrolling the employee's dependent children from health insurance coverage unless the court or administrative order is no longer in effect, the children are enrolled in a comparable health coverage plan with no gaps in coverage, or the employer eliminates family coverage for all of its employees. These provisions will also apply to administrative support orders.
