SUMMARY:

Guidelines for voluntary student prayer programs in public schools. Directs the Board of Education, in consultation with the Office of the Attorney General, to develop guidelines on constitutional rights and restrictions regarding prayer and other religious expression in the public schools. The Board's guidelines are to include provisions addressing initiative and involvement of local school boards, schools, administrators, teachers, and students; use of school facilities, equipment, and class time; and relevant state and federal constitutional concerns, such as freedom of religion and speech and separation of church and state. Although these guildelines will be exempt from the Administrative Process Act, the Board is required to hold public hearings, provide notice to relevant parties of such hearings, and allow for reasonable opportunity for input.
