SUMMARY:

Property and conveyances; self-help evictions. Prohibits landlords from willfully diminishing or interrupting such essential services as utilities or refusing a tenant access to the rental unit except pursuant to a writ of possession. Although self-help evictions are currently prohibited under the Virginia Residential Landlord and Tenant Act, as many as 35 percent of Virginia's rental units are not covered by the Act. The bill is a recommendation of the Housing Study Commission.
