SUMMARY:

Housing; Uniform Statewide Building Code: inspection of certain residential buildings. Authorizes local governing bodies to require the issuance of certificates of compliance with current building regulations for existing residential buildings upon a change in rental tenancies or when the rental property is sold. The bill limits such authority to residential buildings subject to the Virginia Residential Landlord and Tenant Act and to buildings located in conservation and rehabilitation districts designated by the local governing body. The bill also requires landlords to notify such local governing bodies of a change in tenancy or sale of the property and provides that failure by a landlord to send the required notice renders any subsequent lease for the affected dwelling unit voidable at the option of the new tenant. If the lease is voided, the landlord must return all moneys and security to such tenant. This bill is a recommendation of the Housing Study Commission.
