SUMMARY:
Lobbying. Repeals present lobbying laws and enacts a revised lobbying regulation law. The major changes include (i) broadening the definition of lobbying to include consideration of legislation by certain executive branch officials; (ii) expanding the exemption from the registration and reporting requirements to cover persons spending $500 (rather than $100) or less in lobbying activities; (iii) coverage of lobbyists for localities and permitting localities to employ lobbyists; and (iv) codifying the lobbying disclosure form. The bill incorporates, with modifications, the recommendations of the Joint Subcommittee Studying the Report of the Governor's Commission on Campaign Finance Reform, Government Accountability, and Ethics pursuant to SJR 217 (1993). The bill is identical to SB 498 (Calhoun).
