HB 1044 Electronic reporting of vital events of birth.

SUMMARY:
Electronic reporting of birth. Provides for the reporting of birth certificate data to the Department of Health on a form furnished by the State Registrar (present method) or by an electronic process approved the Board of Health. Under the current system, manual data entry is cumbersome and time consuming, with substantial time required before an initial certificate can be issued. The new system of electronic filing will allow local custodians of vital records, e.g., hospitals, local health departments, etc., to provide the information directly to the Department within hours through electronic transfer. This procedure also has the potential to increase the efficiency of essential health services delivery in certain circumstances, e.g., timing and tracking of immunizations.
