SUMMARY:
Aid to families with dependent children. Provides that an applicant or recipient must identify the parent of the child for whom aid is claimed in order to receive benefits. The requirement is subject to "good cause" provisions or exceptions in federal law or regulations. This prohibition would not apply if the applicant or recipient submits a statement under penalty of perjury that the identity of the parent is not reasonably ascertainable and the local department of social services has no evidence that would refute this statement.
