SUMMARY:

Voting equipment; absentee ballots; central absentee voter precincts. Deletes the requirement that mark sense ballots must have a ballot square or target area of a certain size. This requirement effectively prevents the approval of such equipment for use in elections. The bill also allows election officials at central absentee voter stations to insert mark sense ballots into the counting equipment (as is now the case for punchcard ballots) so that the counting of the ballots can start as soon as the polls close. Localities are authorized, subject to certain conditions, to assign officers at the central absentee voter stations for less than a full day. Those conditions are that (i) there must always be at least three officers present who represent two political parties and (ii) no officer can leave the precinct after the counting of ballots begins.
