WHEREAS, the U.S. Congress enacted a federal Earned Income Credit (EIC) in 1977, as a federal tax credit for working families; and

WHEREAS, the EIC has been recognized as a valuable economic tool in assisting low-income individuals by rewarding those who choose to work, rather than subsidizing the income of those who choose not to work and causing them to become reliant upon public assistance; and

WHEREAS, for several years both Houses of the General Assembly of Virginia have considered legislation to enact a Virginia Earned Income Credit; and

WHEREAS, both Houses of the General Assembly have consistently delayed action on such legislation; and

WHEREAS, many working individuals in all parts of Virginia -- rural, urban, and suburban -- currently eligible for the federal earned income tax credit, would also be eligible for a Virginia Earned Income Credit as well and have waited long enough; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That, if not enacted in the 1994 Session, the General Assembly of Virginia is hereby requested to enact a Virginia Earned Income Credit for the working citizens of the Commonwealth in the 1995 Session of the General Assembly.
