LD6971749WHEREAS, the costs for improvements to, operation of, and maintenance for the transportation systems and facilities of the Commonwealth are and have been increasing at a far greater rate than the capacity of the Commonwealth to collect revenues needed to improve, operate, and maintain those transportation systems and facilities; and
WHEREAS, the Virginia Department of Transportation, in conjunction with and in response to the Commission on Transportation in the Twenty-first Century, in 1986-1987 undertook, completed, and rapidly implemented value engineering, a number of other cost- and time-saving systems, and procedures to increase the economy, efficiency, and effectiveness of highway improvement projects; and
WHEREAS, the Virginia Department of Transportation has recently conducted and completed a study of several maintenance management and program procedures for the Commonwealth's streets and highways; and
WHEREAS, the ever-increasing costs for maintenance for transportation systems and facilities continue to consume an overwhelming proportion of the Commonwealth's available transportation revenues and under existing funding sources threaten to consume all of the Commonwealth's transportation revenues by fiscal year 1995; and
WHEREAS, continued adequacy of the Commonwealth's transportation systems and facilities can be achieved only through a more effective and efficient use of the revenue resources dedicated to the maintenance of those transportation systems and facilities; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the Secretary of Transportation, the Secretary of Commerce and Trade, and the concerned agencies within their secretariats be requested to study appropriate methodologies for determining the life-cycle costs for maintenance of the Commonwealth's transportation systems and facilities, including highways, mass transit, passenger and freight rail transportation, airports, and water ports, and make recommendations as to the most appropriate means of ensuring the most effective means of maintenance operations at the least possible cost; and, be it
RESOLVED FURTHER, That the Virginia Department of Transportation undertake an effort to implement with all deliberate speed the recommendations contained in its maintenance study.
The Secretaries shall complete their work in time to submit their findings and recommendations to the Governor and the 1995 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for processing legislative documents.
