HOUSE JOINT RESOLUTION NO. 59
On the death of Officer Steven R. Rutherford.

WHEREAS, on January 12, 1994, Newport News Police Officer Steven R. Rutherford died of wounds received the previous night while on patrol at an apartment complex ; and

WHEREAS, Officer Rutherford, a police officer for over five years, was the first Newport News police officer killed in the line of duty in more than a decade; and

WHEREAS, a native of Newport News, Steven Rutherford graduated from Menchville High School in 1983 and the following September he joined the U.S. Naval Reserves where he served until October 1984; and

WHEREAS, Steven Rutherford joined the Newport News Police Force as a probationary officer in 1988, completed his probationary period and was sworn in as a regular police officer on March 27, 1990; and

WHEREAS, Steven Rutherford was an exemplary police officer, winning the Police Outstanding Contribution to Law Enforcement Award in 1992, being nominated for Employee of the Month for the City of Newport News, and building an enviable record as a tenacious, energetic police officer; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with sadness the tragic and untimely death of a fine, young police officer, Steven R. Rutherford; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Officer Steven R. Rutherford as an expression of the General Assembly's deepest sympathy.
