HOUSE JOINT RESOLUTION NO. 10
On the death of Andrew Harrison Seay.

WHEREAS, Andrew Harrison Seay, a well-known Spotsylvania County farmer, restaurateur, and civic leader, died on June 15, 1993; and

WHEREAS, a native of Spotsylvania County, Andrew Seay was for most of his life a dairy farmer and the owner of Andora's, a popular country-style restaurant; and

WHEREAS, his success as a farmer and businessman led Andrew Seay to an interest in politics, resulting in his election to the Spotsylvania Board of Supervisors in 1959; and

WHEREAS, Andrew Seay served for a total of five terms on the Board of Supervisors, retiring in 1983 with a substantial record of accomplishment; and

WHEREAS, Andrew Seay well represented his farmer-constituency while on the Board and counted among his most significant achievements the General Assembly's passage of the so-called " Seay Bill, " which provided for the negotiation of annexation disputes among localities; and

WHEREAS, the value of this legislation was evident during Andrew Seay's last year in office, when it was applied to the annexation agreement between the City of Fredericksburg and Spotsylvania County; and

WHEREAS, Andrew Seay was a 40-year member of the Chancellor Ruritan Club, a charter member of the Chancellor Volunteer Fire Department, and a trustee of the Zoan Baptist Church; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with sadness the passing of Andrew Harrison Seay, a dedicated public servant and pillar of the Spotsylvania community; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Andrew Harrison Seay as an expression of the General Assembly's respect for his numerous accomplishments and contributions to his community and the Commonwealth.
