In the event the number of the appointed members on the school board should be increased to twelve prior to the initial election of the school board and should the Attorney General of the United States not grant preclearance as required under Section 5 of the Voting Rights Act of 1965, as amended, then the number of members of the appointed school board shall be reduced to ten and the initial election of such school board shall not be held until preclearance has been obtained as required under Section 5 of the Voting Rights Act of 1965, as amended.
