That the Commissioner of Health, in cooperation with the Department of Medical Assistance Services and with other affected public and private entities, shall evaluate the continued need for the general moratorium on the issuance of certificates of public need for an increase in the number of beds in which nursing facility and extended care services are provided. The Commissioner shall report his findings and recommendations to the Secretary of Health and Human Resources and the Joint Commission on Health Care by November 1, 1994.
