4. That the Committee on Counties, Cities and Towns of the House of Delegates is authorized to form a Commission composed of members from the House of Delegates and Senate of the General Assembly, local government officials from the City of Richmond and the Counties of Chesterfield and Henrico and interested citizens from such areas to study over a two year period the ramifications and efficiencies that would result from the application of the concept set forth in this act. The study shall be comprehensive in its scope and conducted in an impartial manner. The Commission may request the assistance of the Commission on Local Government in the conduct of the study.

5. That the provisions of this act shall not become effective unless reenacted by the 1996 Session of the General Assembly.
