Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 6 of Chapter 1 of Title 24.2 a section numbered 24.2-124.2 as follows:

§ 24.2-124.2. Guidance to local election officials from third parties.

Any election official who receives guidance pertaining to voter registration or the administration of elections from any instrument of the federal government, any civil society group, or any other third party that is not an agent of the Commonwealth shall immediately report such receipt to the Department. No election official shall implement such guidance without written authorization by the Department.
